save the federal definition of "chocolate"

Seen several places, with this relevant link from comment by billbrent in joedecker's lj.

The FDA has been petitioned to allow (among other changes) the definition of chocolate to include oils other than cocoa butter. The comment period ends Wednesday.

did you know if you punch "chocolate" into the search engine at the FDA it has only hits that are 2003 or older? no mention of this issue.
